While fewer, more expensive homes are being built on Hilton Head, Bluffton has seen a tremendous increase in new construction. Since 2013, the number of new homes has increased over 50 percent, according to a local article in the Hilton Head Monthly. Palmetto Bluff had the most building permits followed by Heritage at New Riverside, Hampton Lake and Shell Hall.
